The Clear Lake City Boulevard Association in the Houston metro area pays for maintenance of the 2.5 mile esplanade with thirteen controllers and over 100 irrigation stations. In 2005, water usage was 32 million gallons costing more than $43,000. In October 2006, all the old controllers were replaced with ET Water Smart Controllers. In September 2007, CIA Services, Inc., the property manager for the boulevard and several adjacent communities, reported a significant reduction in water use on the esplanade for January through July, 2007. CIA's September 2007 Newsletter says “We expect to spend less than $20,000 for irrigation water this year compared to $43,000 in 2005. With an installed cost under $20,000, we recovered our investment in the first year of operations.”
